Orderville staff brought forward a review of fees the town charges on behalf of Western King County Special Service District (SSD) and the sewer district. Staff reported the current billing structure shows payments of roughly $42 for TV billing, $98 for garbage billing and $200 for sewer billing (figures presented in the meeting). Town staff also said 211 accounts on the town’s report do not currently pay the TV fee; the total number of billed accounts was presented as 404.
Staff asked the board whether to raise the administrative fee the town charges for billing on behalf of the SSD and the sewer district to better reflect postage and staff time; staff noted postage alone was about $0.75 per bill and recommended the town discuss updated numbers with the SSD and sewer district before finalizing changes. One board member suggested raising fees by $100 in a single change; others cautioned the board should wait until the SSD and sewer board complete their pending meetings (scheduled for the 13th) and return a recommendation.
Board members agreed to defer any formal rate change until after the SSD and sewer board meet and provide clarification on who should be billed and how discrepancies will be reconciled. Staff reiterated that if there are collection discrepancies, customers would still need to work directly with Western King County SSD or the sewer district because the town only performs billing services on their behalf.
