Committee moves Cummins Ferry rezoning (Transition Rains LLC) toward first reading after committee discussion

The Woodford County Ordinance Committee discussed a zoning map amendment requested by Transition Rains LLC to rezone 3081 and 3151 Cummins Ferry Road from A1 (agricultural) to A4 (small-community residential) to permit subdivision of a 62-acre parcel into a 55.8-acre tract and a 6.1-acre tract.
Director Hunter told the committee that the proposal is located inside a designated small-community footprint in the county’s comprehensive plan, which makes the property eligible for A4 rezoning if it meets plan objectives. The applicant’s stated objective is to subdivide a roughly 62-acre farm to create a smaller 6-acre parcel with frontage; the remainder would retain its A4 configuration if rezoned. Hunter said the Planning Commission reviewed the application, found it met the comprehensive-plan criteria, and recommended approval; there was no formal public opposition at the planning hearing but the commission recorded one nay vote.
Committee members expressed concerns about the implications of rezoning an entire farm to A4 because doing so can make the remaining acreage eligible for additional divisions if frontage and other requirements are later met. Squire Scott Brown (magisterial district representative) and others asked whether the planning commission’s record and the applicant’s development plan clearly explained future intentions; County Attorney and Planning staff noted the fiscal court could accept the Planning Commission record, hold its own hearing, or ask for more evidence before action.
Because the committee did not take a formal advisory vote at the committee level, the committee made a procedural motion directing the county attorney to prepare the zoning map amendment ordinance for a first reading before the full fiscal court; that motion was moved and seconded and carried. The judge said the item will appear on the fiscal court agenda for consideration, and committee members discussed whether the full court should hold additional hearings or send the item back to committee.
No formal rezoning occurred at the committee level; the committee action was to direct the county attorney to draft the ordinance for first-reading consideration by the full fiscal court.
