Downtown Commission approves recommendation to pursue comprehensive Downtown Austin Plan rewrite

The Downtown Commission on Feb. 19 voted to recommend that the city pursue a comprehensive reconsideration of the Downtown Austin Plan rather than a limited update.
In a motion read into the record, the commission recommended that the Downtown Austin Plan update include: a comprehensive reconsideration of downtown (rather than a simple update); goals to support a safe, vibrant and mixed-use downtown with increased residential population and diverse price points; an identified funding mechanism for implementation and creation of a single city entity with authority to implement the plan; contracting with a high-quality consultant with latitude to reconsider downtown boundaries; and economic modeling of different land-use options. The motion directed the city manager to ensure the plan update meets those goals.
Commissioners debated wording for the recommendation and clarified that the intent was to make a full rewrite an option, not to preclude other approaches. Commissioners emphasized including mobility, cultural resources and measurable outcomes in the plan. The motion was moved, seconded and adopted by voice vote with no opposition.
The commission also discussed related city work on reorganizing boards and commissions under City Council resolution 20241212-133 and a mayoral initiative on a new downtown vision; commissioners requested continued engagement and that the Downtown Commission be included as a stakeholder as those efforts proceed.
Chair August Harris said the Downtown Austin Plan working group has met multiple times and completed a SWOT analysis and a set of recommended high-level goals that formed the basis for the motion.
The commission approved the recommendation and will forward it to City Council and the city manager for consideration.
