Planning Commission hears development updates; commissioners raise safety concerns at 55100 crosswalk

One commissioner reported that a state‑owned liquor store near their neighborhood is undergoing site work and that the state handles many approvals for that facility; the commissioner said the state will share inspection records with the city but that the city's jurisdiction over state facilities is limited to setbacks, parking and signage under the relevant state statute referenced in discussion. City staff confirmed the state had asked for city input and that public works and engineering provided comment on utilities and storm drainage. Staff said the contractor requested contact information for public works and fire to coordinate inspections and that the state team had accommodated the city's comments in their plans.
Commissioners also raised pedestrian safety concerns about a crosswalk on 55100 South near a bend and noted it is a state (Udot) installation. One commissioner said the crosswalk is in a dark, curved section of road and expressed concern that it could be hazardous; commissioners discussed possible future mitigation such as a median island or lighting, citing a similar island installed on 1800 North in Clinton as an example.
In the staff update, planning staff said they have had multiple recent conversations with developers and expect more project submittals in the next five to six months. Staff reported that Wendy's submitted its latest set of drawings this week and, from a planning standpoint, had satisfied city requirements; remaining reviews by other departments are in process. The commission was told that a preconstruction meeting occurred for the Wells Fargo pad site (with an anticipated tenant) and that a Cafe Rio tenant name had been mentioned for the site. Staff said building plans for another project are being finalized and that permits are expected in the next week or two.
Commissioners thanked staff and noted the city has been working to lay the groundwork for redevelopment along the urban corridor; several members expressed cautious optimism about incoming projects but did not take any formal action during the update.
