Kossuth County approves ARPA allocation up to $200,000 for new ambulance

The Kossuth County Board of Supervisors on an unanimous roll call vote approved Resolution 12312401 authorizing the disbursement of American Rescue Plan Act (ARPA) funds to cover up to $200,000 toward a new ambulance purchase.
Tammy, a county staff member who presented the item, said the county received guidance from ISAC and possibly NACO that unspent ARPA allocations must be formalized by contract or a memo of understanding. "On ... December 17th, we got an email from ISAC, and maybe NACO was part of it too, letting us know that funds had to be allocated for ARPA funds," Tammy said. She told the board some previously designated ARPA projects have not yet spent their funds and therefore must be reallocated or be documented with memos of understanding to meet federal requirements.
The resolution lists a new ambulance purchase for up to $200,000 among the disbursements. The board was told the total cost of the ambulance is $291,856; county levy funds already budgeted for EMS will cover the remainder if ARPA does not fully cover the purchase. Tammy said some ARPA-designated projects — including a liaison position that has a memo of understanding for roughly $70,000, about $65,000 originally planned for EMS staffing with the City of Algona, and a $55,000 project to replace a red trailer — were not going to be spent as first intended and could be rolled into the ambulance allocation.
Tammy explained the approach is intended to keep the county in compliance with federal reporting while preserving levy-funded EMS dollars for future use. "Instead of spending that all out of dollars coming from the levy, we'll use whatever we can from ARPA first, and whatever we save ... will just stay to benefit EMS and the citizens that use the service," she said.
A motion to approve the resolution was made and seconded; the board then took a roll-call vote. Supervisors Platt, Plattger, Nance and Stecker voted yes. The motion carried unanimously.
The resolution authorizes the county auditor to make the listed payments once required memos of understanding or amendments are completed.
