Arcadia Betterment Development seeks county funds to connect subdivisions to community trail

Pat Mogel, president of the Arcadia Betterment Development Corporation, asked the Carroll County Board of Supervisors for county support to complete phase 2 of the Arcadia Trail.
Mogel said phase 2 would pour 440 feet of concrete along Division Street (county highway M‑68) to connect Center Street and the Leroy Street subdivision, widen and replace approximately 220 feet of narrow sidewalk in front of two existing properties, and match sidewalk work into adjacent streets. The work is intended to let children and residents access the Center Street trail without using M‑68, which Mogel described as heavily trafficked by farm and recreational vehicles.
Mogel presented an estimate of about $29,000 for the construction and said the group has applied to the Carroll Community Foundation and other local grant sources and is seeking town, community club and private support. During the meeting a county official noted the group’s request to the county was listed as $35,100; Mogel said the group would accept county guidance on the contribution amount.
Secondary roads staff (Zach) answered questions about highway resurfacing schedules and said resurfacing of the M‑68 corridor north of town was planned for 2027; staff also said trail alignment would be separate from the road and would tie into existing sidewalks. The presenters emphasized safety for children and walkers as the primary project rationale.
No formal appropriation was recorded at the meeting; the trail group asked the board to consider a county contribution and indicated it would combine county funds with grant awards and local donations to reach the project estimate.
