- Revised legislative goals: Board approved a resolution adopting revised legislative goals and directing submission to the North Carolina General Assembly. Motion carried unanimously.
- Approval of minutes: The board approved minutes from the Jan. 16 meeting. Motion carried unanimously.
- Utility easement for agricultural park: The board approved a resolution granting a utility easement to Duke Energy Carolinas LLC to provide electrical services to a county agricultural park at 7240 Doral Drive, 7212 Doral Drive, and 4071 Rolling Hill Drive. Motion by Commissioner Linville; second by Vice Chair Whisenhunt. Motion carried unanimously.
- Publication of offer for property at 0 Kevin Drive: The board authorized publication of an offer to purchase county-owned property at 0 Kevin Drive for $19,100, equal to the tax value, using negotiated offer, advertisement and upset-bid procedure. Motion carried unanimously.
- Publication of offer for 3.5-acre Sturmer Park parcel and park-study direction: The board authorized publication of the $3,000,000 offer for the 3.5-acre portion of 5580 Sturmer Park Circle and directed staff to initiate a study of potential park use for the remaining adjacent acreage. The motion to proceed with the upset-bid process and the park-study carried 4-3. The board did not accept the final sale at this meeting; publication and upset-bid procedures will follow.
- Refunds by tax assessor-collector: The board approved three refund resolutions totaling $19,959.57 (itemized as $1,500.80; $4,962.37; and $13,496.40). Motion carried unanimously.
- Change to animal code (tethering): The board voted to deny the proposed amendment to Chapter 6 (Animals) that would have allowed owners to visually observe tethered dogs from inside the house rather than being physically outside; motion carried 5-2, preserving the existing language requiring owners be outside with tethered animals.
- Demolition under minimum housing code (6011 Woodmont Court): The board approved a resolution authorizing staff to proceed with steps to remove or demolish a structure at 6011 Woodmont Court found unfit for human habitation; motion carried unanimously.
- Routine reports: The board accepted the November/December contribution-based benefit cap report and the December financial report. Motions carried unanimously.
Several agenda items were set for public hearing or information: closing an unopened right-of-way off Creek Ridge Lane and a proposed naming of a short, unincorporated segment of SR 4312 as Rosewater Avenue (public hearings set for Feb. 13 for county matters; Kernersville will consider its portion on Feb. 26).
