Board approves 2025 continuing-education dates for multiple providers, flags past provider complaints

The Cosmetology and Barber Examiners Board approved continuing-education dates for multiple provider organizations for the 2025 instructor renewal cycle and asked staff to watch for past operational issues.
Executive Director Roxanna Gamusio presented a slate of continuing-education (CE) providers and requested the board approve the dates so the office could publish the calendar and allow instructors time to register. The board approved dates for: University of Tennessee (Knoxville), Confident Educator, the Beauty Educators Leadership Conference (sponsored by DCI Academy), Thomas James’s education sessions, Tennessee State University (Avon campus) and KINCC Education Group (virtual and an in-person session at Paul Mitchell Memphis).
The University of Tennessee session is scheduled in person for July 20–21, 2025. Board member David McIlree (who attended the meeting) criticized how UT handled a prior-year situation in which an attendee missed travel because of an airline shutdown and said the provider did not handle refunds well. “My wife tried to go to it. Got hung up in the airlines shut down, and they were not good to work with,” McIlree said. The board chair asked staff to relay that complaint to UT’s facilitators. In the recorded vote to approve UT’s dates, one board member abstained; another said they voted no. The transcript records Becky Russell as abstaining and David McIlree as having expressed dissatisfaction; the board approved the dates despite the abstention.
Other providers and dates approved (as presented to the board): - Confident Educator: March 23–24 and Sept. 20–21, 2025 (virtual); - Beauty Educators Leadership Conference (DCI Academy): April 27–28 and Nov. 16–17, 2025; - Integrating Today's Beauty Education with Tomorrow's Techniques (Thomas James): Feb. 16–17 and Oct. 5–6, 2025 (applicant to correct flyer date inconsistency to 5–6 Oct); - Tennessee State University (Avon campus): Aug. 3–4, 2025 (hybrid in-person/virtual plans reported); - KINCC Education Group: Jan. 26–27, 2025 (virtual) and June 7–8, 2025 (in-person at Paul Mitchell Memphis).
Board policy note: Staff reminded members the board has limited capacity to manage many duplicate CE dates and in recent years limited each provider to two sessions to reduce cancellations and administrative burden. The board voted to approve the presented dates and agendas and asked staff to publish them on the board website.
Why it matters: Instructor CE schedules determine when licensees can meet mandatory continuing-education requirements before renewal; timely publication helps instructors plan renewals and travel.
Votes and formal actions: The board recorded motions and approvals for each provider. The University of Tennessee dates were approved with one abstention recorded and one member raising a prior complaint about UT’s customer service; other providers were approved by voice vote.
