Tulsa council approves minutes, appointments, rezoning and multiple budget ordinances in brief session

At its Jan. 8 meeting the Tulsa City Council approved minutes, confirmed an appointment to the HUD Community Development Committee, approved a rezoning application and adopted a package of ordinances and budget amendments across several funds.
The Tulsa City Council on Jan. 8 approved routine minutes and appointments and moved a series of zoning and budget ordinances forward or to adoption in a package of mostly uncontroversial votes.
Councilors approved minutes for the 4 p.m. and 5 p.m. regular meetings held the same day and confirmed the appointment of Maria Hernandez to the HUD Community Development Committee. The council also approved a rezoning application (Z7800) for property near East 213rd Street South and South 130 First East Avenue.
On zoning and land-use, councilors forwarded a set of first-reading items to the next meeting and approved second-reading ordinances including amendments to the City of Tulsa zoning code (DCA 32) to add provisions for electronic message centers and several rezoning ordinances (Z7797, Z7801, Z7802). The council approved a number of budget ordinances covering small supplemental appropriations and transfers in non-federal grant subfunds and community development funds:
- Supplemental appropriations of $119,000 recognized from unappropriated general-fund balance. - Transfers and appropriations moving $28,500 between a petroleum and a hazard-assessment project (Brownfield funds). - Supplemental appropriations of $4,000 in the chronic disease prevention subfund. - Transfers of $411,607.08 within the CDBG subfund. - Transfers of $487,940 within the HOME Investment Partnership subfund. - Supplemental appropriations of $161,000 (grant revenues) and a $46,000 match transfer in the public safety non-federal grant subfund. - Supplemental appropriations of $295,000 from Tulsa Authority for Economic Opportunity revenues into public works non-federal grants. - Supplemental appropriations of $34,000 from NCOG revenues and $6,800 match to the social economic development non-federal grant subfund.
Several public commenters addressed agenda items during the meeting; the council heard comments from Robert Bell and James Alexander Jr. about specific budget and neighborhood concerns before moving to approve the package of items. After brief discussion the council adopted items 7a through 7l on a recorded roll call.
Ending: The council completed routine housekeeping, confirmed an appointment, advanced zoning code changes and passed a bundle of budget transfers and appropriations. More detailed consideration of some zoning code amendments and capital projects will return to council in subsequent meetings.
