Ethics advisory commission approves corrections to Chapter 12A, 2024 annual report and meeting minutes

At the Jan. 29 Ethics Advisory Commission meeting, the commission voted unanimously to accept minor corrections to Chapter 12A of the City of Dallas code of ethics, approve the commission's July 16, 2024 meeting minutes and approve its 2024 annual report.

Laura Morrison of the City Attorney's Office described the proposed ordinance as a technical correction to two places in Chapter 12A. "This is an ordinance' I believe that was distributed to the commissioners ahead of time' This is just, an ordinance correcting 2 places where we have found errors in chapter 12 a," Morrison said.

Morrison explained the two corrections:

- In section 12A-12, the subdivision on gifts, a single-word placement problem (the word "or") created unclear sentence structure; the ordinance repositions the word to make the paragraph read correctly.

- In section 12A-26, which addresses post-employment representation limits for former city council members and former board and commission members, an erroneous reference to "city employees" appeared in subsection language that applies only to former elected or appointed officials; the ordinance deletes the incorrect reference.

Commissioners moved to accept the changes; the motions were seconded and the commission voted to approve the corrections. The meeting record shows the motion passed by unanimous vote.

The commission also moved, seconded and approved the minutes of the July 16, 2024, meeting and the commission's 2024 annual report. Commissioners discussed whether the annual report had been distributed electronically ahead of the meeting; staff said the report had been emailed by the commission coordinator.

Commissioners raised a separate policy suggestion during discussion of the OIG briefing: several members suggested the commission consider a Chapter 12A amendment to apply certain standards of behavior and civility to "people doing business with the city," not only to current city employees and officials. The commission agreed to place that suggestion on the next meeting agenda.

Ending: The commission adjourned after scheduling follow-up agenda items, including a discussion of whether to send a letter to city council members about current vacancies on the commission and how to communicate final sanctions and contested-hearing outcomes to the full commission.
