Staff and council members said any structural changes should be finalized in time for the 2026 election cycle so candidates know the rules in advance.
City staff member Mister Gerlberg summarized the referendum and timing. He told the committee the referendum’s components cannot be altered until two years after their effective date and noted that all 12 new aldermanic seats will be on the ballot in 2026, with half of those seats initially elected to four-year terms and half to two-year terms to create staggered terms. Gerlberg said the first cohort affected by term limits would be those elected to four-year terms in 2026, with term limits taking effect after two successive terms (noted as 2034 in staff materials).
