Kearney council approves two permanent water main easements near 20th Street and M Avenue

Sarah Son, director of utilities, told the council the easements cover two parts of a water main that sit outside the city right-of-way: one runs to a fire hydrant on the first building on the east side of the site and the other covers a larger main that runs under the overpass and down along 20th Street. "The one is literally 10 feet. It's probably 5 feet," Son said when describing how far the pipe lies outside the right of way.
Councilmember (unnamed) moved to close public hearing No. 1 and to adopt Resolution No. 2025-8; a second was recorded and the roll call showed the mayor absent and councilmembers Moore, Schmidt, Strautman and Bushcutter voting aye. The council then closed public hearing No. 2 and adopted Resolution No. 2025-9 with the same roll-call result. The resolutions describe the properties as part of Lot 579, Original Town of Kearney Junction, now the City of Kearney, Buffalo County, Nebraska.
The council did not discuss changes in compensation to the owner in the minutes; the motions on the record moved acquisition of the permanent easements as described. The city clerk recorded the roll calls and the resolutions were adopted at the meeting.
The easements are intended to formalize the city's access and maintenance rights over water infrastructure that currently lies on private property adjacent to an overpass. No additional approvals or external agency requirements were stated on the record.
