Planning Commission approves downtown tap room with Type 40 ABC license

The City of Hanford Planning Commission voted on Jan. 28 to adopt Resolution No. 2025-08, approving Conditional Use Permit No. 0044-24 to establish a tap room in an existing building at 118120 West 6th Street (listed in the staff report as assessor parcel number 012-054-021) in the MxD downtown mixed-use zone.
Planning staff said the applicant seeks a Type 40 license from the California Department of Alcoholic Beverage Control (ABC) — a license class that authorizes the sale of beer for on- and off-premises consumption but prohibits wine and distilled spirits. Staff noted that a Type 40 establishment is permitted with a conditional use permit in the downtown mixed-use zone and that the project is categorically exempt from further environmental review under CEQA Guideline section 15301 for existing facilities.
Staff reported interior renovations would include bar counter space, seating, a kitchen and restoration of original hardwood floors. The applicant proposed 40 draft lines, a menu of roughly 10–12 items, and stated that beer would be sourced from other breweries rather than brewed on-site. The application states bartenders and managers will be certified under ABC’s Responsible Beverage Service training, minors will be allowed on site consistent with ABC rules, and the tap room will install indoor and outdoor surveillance directed at entrances and the bar.
Applicant Steven Green, who said he is managing the project, told commissioners the business will operate five days a week (closed Tuesday and Wednesday) with hours similar to Thursday’s 4 p.m.–10 p.m. and extended weekend hours: Friday 3 p.m.–midnight, Saturday 10 a.m.–1 a.m., and Sunday 10 a.m.–9 p.m. Staff noted these hours comply with California Business and Professions Code Section 25631, which prohibits sale of alcoholic beverages between 2 a.m. and 6 a.m.
Commissioners raised a question about signage; staff said no signage was proposed in the floor plan and that signage would require a separate permit. Commissioner Nelson moved to adopt Resolution No. 2025-08 approving Conditional Use Permit No. 0044-24; Commissioner Curtis seconded. The chair called the vote and announced approval.
The approval allows the applicant to move forward with building and fire code compliance and required permits; final signage and other exterior changes will be subject to separate permits and inspections.
