Planning Commission approves 105-room hotel on West Lacey Boulevard
Summary
The City of Hanford Planning Commission on Jan. 28 approved a conditional use permit for a three-story, 105-room hotel at 12236 West Lacey Boulevard (to be reassigned to 1920 West Lacey Boulevard). Staff found the project consistent with the regional commercial zoning and California environmental rules for infill development.
The City of Hanford Planning Commission voted to adopt Resolution No. 2025-07 on Jan. 28, approving Conditional Use Permit No. 0043-24 to allow construction of a three-story, 105-room hotel at 12236 West Lacey Boulevard (the project address will be reassigned to 1920 West Lacey Boulevard upon completion). The project site is in the regional commercial (CR) zone and is listed in the staff report as assessor parcel number 009-050-086.
Staff told the commission that the hotel site plan includes an outdoor courtyard with a pool and lounge area and that the driveway on the east side of the property will be curved slightly westward to reduce conflict with westbound Lacey Boulevard traffic. The median on Lacey Boulevard will be extended approximately 11 feet on the east side, and a “do not enter” sign will face the adjacent east driveway. Site Plan Review No. 0028-23 was approved with conditions; those conditions are also conditions of this conditional use permit. Staff said the project is categorically exempt from further environmental review under CEQA Guideline section 15332 for infill development.
Commissioners asked about landscaping shown in the staff report (page 47), specifically whether the circles on the plan represent tree canopies and whether mature plantings could obscure the hotel’s frontage from Lacey Boulevard. Planning staff said the circles represent trees and that the project must be landscaped, but that specific plant species and locations would be reviewed on-site before installation. Ruben Telles, representing the design firm and project ownership, said the landscaping was added to meet both city standards and Marriott requirements and that elements such as tree placement and sign location can be revised in the field to avoid obscuring the building.
Commissioner Curtis moved to adopt Resolution No. 2025-07 to approve Conditional Use Permit No. 0043-24; Commissioner Nelson seconded. The chair called for a vote and announced the project approved. The staff recommendation and the findings required under Hanford Municipal Code Section 17.80.030 were included in the resolution.
The action clears the way for the applicant to proceed to final plan checks and building permits subject to the conditions of approval and site plan review requirements noted in staff materials.
