The Commission of Architectural Review approved a certificate of appropriateness for a proposed multifamily building at 401 West Marshall Street in Jackson Ward, subject to multiple staff and commissioner‑requested conditions intended to improve compatibility with adjacent historic buildings.
Staff presented revisions the applicant made after a prior conceptual review: the projecting bay on the front was pulled back several feet, the porch and cornice detailing were refined, window openings were enlarged to reflect historic proportions, and the design changed to a brick veneer front with fiber‑cement siding on secondary elevations. Alex noted staff conditions: show cornice height dimensions on plans and provide comparative cornice heights for adjacent 405 West Marshall; extend the brick veneer on the east elevation so the side does not appear to display a stark material transition; submit final material and window specifications for staff approval; show a finished porch ceiling; and indicate the location and screening of trash receptacles.
Applicant Jeff Sadler and architect Christopher Ray described a proposed six‑by‑twelve foot trash area at the rear to serve the site and neighboring parcel, and said the brick veneer return would be visible primarily from local vantage points; Ray provided a fiberglass window sample for review and said window specifications could be submitted for administrative approval. Sadler noted a small discrepancy in the projecting bay measurement (applicant reported 3.5 feet rather than 4.5 feet on the staff report) and said the project team would confirm dimensions on final plans.
Commissioners praised the revisions and commended the applicant and architect for addressing prior comments. The commission added administrative conditions: final cornice detailing to be reviewed by the chair and vice chair; final railing/guardrail heights to be submitted for administrative approval; and the brick veneer return on both east and west elevations to extend at least to a midpoint/stair location to reduce visible siding transitions. The motion to approve passed unanimously.
