The League City City Council on Jan. 28 took several procedural and land-use actions, including approving a special use permit for a U-Haul self-storage development, renaming a planned roadway and authorizing staff to pursue an abandonment and conveyance agreement with Great New Hope Missionary Baptist Church.
Naming of new roadway
Council considered and approved an amendment to a resolution to name a proposed north-south roadway (identified in the 2024 Master Mobility Plan as New Street H) "Emerson Drive." Councilman Andy Mann moved the amendment and Councilmember Courtney Chadwell seconded. City staff said property owners/developers had suggested the name; staff told the council they had worked with the current property owners on naming suggestions. The amended motion passed; the roll call indicated seven members in favor and Councilman Justin Hicks absent.
U-Haul special use permit
Council held a public hearing on a request (SUP21-0003) by U-Haul West Main Street for a self-storage use on approximately 19.305 acres in the CG (General Commercial) zoning district at or near 25100 West Main FM 518. The plan-and-zoning commission had recommended approval 5-0 (three commissioners absent). Councilman Chad Tresler moved to approve the ordinance; Courtney Chadwell seconded. The council approved the special use permit with seven votes in favor.
Appointments and schedules
Mayor's nominees to boards and commissions were approved: Nancy Mills for the finance committee and Ditry (Ditry) Bradley for the historical commission. The motion to approve the nominations passed unanimously on the council vote recorded at the meeting.
The council also adopted a resolution setting the regular meeting dates for March 2025 (staff recommended maintaining the March 11 and March 25 schedule to accommodate Clear Creek Independent School District spring break). That resolution passed as presented.
Fees, budget and other financial items
Council approved an update to the schedule of fees pertaining to water and wastewater rates under Chapter 114 of the Code of Ordinances. During the vote, Councilman Tommy Cones and Councilman Andy Mann voted against the fee-schedule resolution; the motion carried with the remaining councilmembers voting yes.
Council considered an ordinance amending multiple city governmental, proprietary and capital funds budgets for fiscal year 2024 (amending multiple prior ordinances listed in the agenda packet). Staff requested first and final reading at the meeting; the council moved and voted to approve the first reading as recorded in the minutes.
Executive session and land conveyance
Under the Texas Open Meetings Act (Section 551.072, deliberation about real property), the council entered executive session and then reconvened in open session. Following the executive session, a councilmember moved to authorize staff to proceed with an abandonment and conveyance agreement with Great New Hope Missionary Baptist Church for abandonment of approximately 1.225 acres (a portion of unopened 17th Street, Avenue B and Avenue C) as discussed in executive session. The motion was seconded and the council voted to authorize staff to proceed; the meeting minutes record the action but do not provide additional implementation details at the meeting.

What this means locally
The approved U-Haul special use permit clears a zoning step for a commercial self-storage development on West Main/FM 518; details and permits beyond council approval will be handled through staff and building-permit processes. Renaming the planned roadway to Emerson Drive will be reflected in planning documents and used in coordination with property owners and TxDOT processes as the roadway is developed by private developers. The conveyance authorization directs staff to pursue the abandonment/conveyance agreement; additional steps and documentation will follow administrative and deed processes.
