The council met in executive session and later reconvened in open session. When the mayor called the meeting back to order at 11:28 a.m., he said only that “in closed session, we discussed legal issues related to item number E‑1.” The transcript records no public votes, decisions or additional details about the substance of those legal discussions.
No public testimony was taken on the item; the city clerk confirmed there were no speakers signed up on the executive-session item prior to closing the meeting. The mayor adjourned the council’s work session immediately after the closed session.
