Staff said the proposed replacement will match previously approved colors and materials and comply with standards for historic rehabilitation. Mason Teagarden, division manager for the Planning Department of the City of Abilene, told the commission the proposed paint samples and elevation sketches match colors approved in a 2015 certificate of appropriateness and that staff reviewed the request under the Secretary of the Interior’s Standards for Rehabilitation.
The commission’s approval follows a staff recommendation to grant the certificate of appropriateness. Teagarden said the work must begin within six months of the commission’s approval under land development code section 2.3.4.4, or the certificate will expire; applicants may request an extension at least 30 days before expiration.
Applicant Erica Pangburn, one of the listed property owners, told the commission she is a local interior designer and realtor and that the carriage house is empty “in anticipation of it falling down on its own.” She said the owners are “very interested in improving and maintaining the quality of the property within historic parameters.”
Commission discussion noted a precedent for approving a near-identical replacement about 20 years ago, and commissioners confirmed the proposed footprint and height fit within existing parameters. Teagarden said the rebuild will add approximately one foot on the west side toward the main house and about one foot at the rear to accommodate a standard-sized door required by fire code.
Motion and vote: the commission voted to approve the certificate of appropriateness for agenda item CA 2025-1, authorizing demolition and reconstruction of the accessory carriage house as presented and consistent with staff guidance. The roll-call vote recorded unanimous approval by the commissioners in attendance.
The commission’s approval is subject to the conditions and timelines specified in city code; the approved work must commence within six months or the approval will lapse unless an extension is granted.
