Council members press Austin Energy on multifamily weatherization, fan drives and renter outreach

Several council members pressed Austin Energy staff to expand weatherization and heat-relief efforts focused on renters and older multifamily housing.

Council Member Harper Madison described district work with a local nonprofit, the Healing Project, and asked whether the utility could help coordinate fan drives or otherwise reach vulnerable residents who lack central air or who limit cooling use because of high bills. Harper Madison said case-management approaches may be needed because many renters cannot apply directly for home-retrofit incentives themselves.

Chief Operating Officer Lisa Martin and other staff pointed to existing programs — weatherization, air-conditioning tune-ups, rebates and multifamily-targeted incentives — and said staff would coordinate with Council Member Harper Madison and other offices to explore partnerships and outreach. Martin encouraged follow-up conversations with Austin Energy’s customer‑facing staff, including Chief Customer Officer Carrie Overton.

Council Member Alter asked for an update on a budget amendment passed in August that expanded an attic-insulation incentive; staff said they would provide timing and status information to the committee before summer. Council Member Lane suggested exploring tax-credit or incentive approaches for larger multifamily owners.
