City Service Commission approves minutes, classification changes and multiple personnel extensions

The Milwaukee City Service Commission approved the Jan. 14 meeting minutes, two classification reports including a new Water Treatment Plant Operator trainee title, reclassification probation terms, and several temporary appointment and probation extensions.
The Milwaukee City Service Commission on Jan. 28 approved a series of administrative and personnel items, including the Jan. 14 meeting minutes; two classification actions from the Department of Employee Relations; extensions of temporary appointments; probationary-period extensions; and a reexemption request from the Department of City Development.
The commission unanimously approved the minutes of the Jan. 14, 2025 meeting and authorized the executive secretary, Miss Moore, to sign them.
On classification matters, the commission approved a reclassification of one Finance and Administration Manager position in the Department of Public Works (Operations) to an Operations Administration Manager and approved creation of a new underfill title in the Water Treatment Plant Operator job series: Water Treatment Plant Operator Trainee. The traineeship was placed in pay range 2FN with a recruitment rate of $61,409, according to Department of Employee Relations staff.
The commission approved a new one-year probationary period for the incumbent Louis Schumacher in the reclassified Operations Administration Manager position; the staff recommendation cited the duties aligning with an assistant operations director role.
The commission approved the first extension of a temporary appointment for Slide Jes Jackson as a yard attendant in the Sanitation Services unit for six months, from Feb. 6, 2025, through Aug. 6, 2025. Department materials said Jackson was one of the referrals from Wisconsin Community Services and currently works at the Lincoln-Lee Yard, which has three vacant positions.
The commission approved a four-month extension of a temporary appointment for Phyllis Wheatley, Elections Operations and Training Manager, from April 12, 2025, through Aug. 30, 2025, at the request of Election Commission Executive Director Pauline Gutierrez. Staff noted Wheatley has 34 years of experience and the extension is intended to cover two spring elections and onboarding of a new hire.
The commission approved a six-month extension of probation for Antoine Brooks, City Laborer, from Feb. 6, 2025, through Aug. 6, 2025. DER materials state Brooks has not obtained the required commercial driver’s license (CDL) and needs a permit to begin behind-the-wheel training.
The Department of City Development’s request to reexempt the Real Estate Compliance Liaison Officer position (pay range 2TX) also was approved. The department described the position as a high-level adviser that represents the department before boards and commissions.
All recorded votes on these items were unanimous among the three commissioners present. The commission then moved on to other business and adjourned.
