The Agriculture, State & Public Lands & Water Resources Committee heard testimony on House Bill 153, which would permit owners of vehicles 15 years and older to purchase a permanent vehicle registration plate by paying an up-front multiple of the annual fee.
Sponsor Representative Banks said the measure aims to reduce administrative friction and help owners of older vehicles avoid annual renewals. "It allows vehicles 15 years and older to be eligible for this permanent registration," Banks said. The bill as presented would require an up-front payment of three times the applicable registration amount, plus the normal administrative fee.
