Representative Stivar presented House Bill 246 to the House Revenue Committee, saying the bill would create a recurring recognition called "Wyoming Wednesday" to promote unity in state communities and to encourage wearing brown and gold. The committee received several brief public comments in support and approved the bill as amended.
The bill's sponsor, Representative Stivar, described the proposal as a constituent request intended "to unite Wyoming on Wednesdays." University of Wyoming spokesperson Mike Smith told the committee the brown-and-gold colors date to the school's first alumni banquet in 1895 and expressed informal support.
Public commenters also voiced support. Tom Van Cleef, who identified himself as a Wyoming resident, said, "It's not gonna cost anybody anything, but it's gonna bring so much to everybody in our communities." Dallas Terrell also asked for committee support.
During committee consideration members adopted a single amendment that replaced a date in the bill text: on page 2, line 4 the committee struck "August 1" and inserted "July 10." The amendment was seconded by Representative Lean and approved by voice vote.
A roll-call vote on House Bill 246 as amended produced eight ayes and one excused member; the secretary recorded the tally as eight ayes and one excused, and Chairman Locke announced the bill "has passed the revenue committee."
