Akron City Council approves consent agenda, emergency ordinances and $175,000 grant for mobile market

Akron City Council voted unanimously on a slate of measures on items ranging from equipment purchases to grants and emergency ordinances, approving the consent agenda and multiple emergency measures 13-0.
Council members suspended the rules to expedite several items declared emergency and passed ordinances authorizing contracts, leases and grant applications. Councilman Kammer and other committee chairs summarized committee reports and asked for suspension of rules before votes. Councilman McKittrick said the FEMA assistance-to-firefighters grant application would "replace some aging radios for the fire department," and the ordinance authorizing the purchase of 16 LifePak 35 cardiac monitors was described as necessary to equip frontline med units.
The most detailed grant discussed was the $175,000 award to support the Summit Fresh mobile market. Councilman Amobian said the presentation earlier in the day showed a nonprofit-operated mobile grocery store that serves food-desert neighborhoods, and she identified primary zip codes targeted by the program as 44302, 44305, 44306, 44307 and 44314. The council approved accepting and expending the award as an emergency measure.
Other measures the council approved included: an ordinance to construct Canal Park restroom improvements (three women’s restrooms, three men’s restrooms and a family restroom); a 36-month lease with Samsera Inc. for in-vehicle hardware and cameras across public service vehicles; a contract with Stryker Sales for LifePak monitors; and authorization to hire consultants for police lieutenant promotional testing. Several maintenance and service contracts for traffic signals, street-sweeping equipment, and water-main engineering were placed on the consent agenda and passed as part of the broader package.
Councilman Garrett introduced and the council passed an emergency resolution expressing condolences and sympathy to the Jasmere family; that resolution also passed 13-0 after the rules were suspended.
All recorded roll-call votes on the ordinances and resolutions mentioned during the meeting were 13 in favor, 0 opposed. Many items were placed on the consent agenda; others were individually called and approved after committee reports and suspension of the rules.
The council scheduled committee meeting times before adjourning and closed the meeting with President Margo Somerville presiding.
