Assembly adopts two resolutions and advances bills to second reading; procedural motion passes 59-15
Summary

The California State Assembly on Jan. 16 adopted two concurrent resolutions and took procedural actions affecting the legislative calendar.
The Assembly adopted Assembly Concurrent Resolution 11, designating the week as Anesthesiologist Week. The clerk recorded 66 co-authors on ACR 11 before members approved the resolution by voice vote.
Later the Assembly adopted Assembly Concurrent Resolution 18, designating Jan. 23 as Maternal Health Awareness Day; that item and its debate are covered in a separate report. The clerk recorded 74 co-authors on ACR 18 before a voice vote adopted that resolution.
During the first extraordinary session convened on the floor, the majority leader moved to place order SP1 and SP2 (by Senator Wiener) on the second reading file. Assemblymember Flora objected and requested a roll call vote. After votes were tallied, the clerk recorded 59 ayes and 15 noes; the procedural motion carried, and SP1/SP2 were placed on the second reading file.
At the request of the author, the Assembly also moved AB 5 to the inactive file during the extraordinary session proceedings.
These actions were procedural or ceremonial: the two adopted resolutions are commemorative and do not appropriate funds. The placement of bills on the second reading file and the movement of AB 5 to the inactive file affect the Assembly’s calendar and the next steps in the legislative process.
