Committee adopts change letting permanent disabled placards be printed without expiration date

The Transportation, Highways & Military Affairs Committee approved House Bill 27 on Jan. 23 to remove statutory expiration-date requirements for permanent disabled-parking placards, allowing the department to mark them as permanent in the modernized system while retaining expiration dates for temporary placards.
Misty Zimmerman of Driver Services told the committee the agency''s modernization allows placards to be printed individually at counters and that requiring permanent placards to carry an expiration date is no longer necessary. Zimmerman asked for a later effective date to ensure system readiness; Representative Larson moved to amend the effective date from July 1, 2025 to Jan. 1, 2026. The committee adopted that amendment and then approved the bill by roll-call vote, 9-0.
Committee members asked about temporary-placard maximum durations; Zimmerman said temporaries are issued to a period determined by the treating physician (commonly six months), and can be reissued.
The bill will proceed to the House floor.
