Washington City backs regional reuse, pipeline and irrigation plans as drought and growth pressure water system

Washington City leaders moved forward Jan. 22 on several major water projects intended to expand reuse, protect drinking supplies and reduce the risk of large outages as the area grows.
The City Council unanimously approved a reuse authorization contract with the Washington County Water Conservancy District and adopted the Washington City Secondary Water Irrigation Master Plan. Councilors also authorized staff to bid a separate critical culinary transmission-line replacement after recent breakage exposed vulnerabilities in lines that supply much of the city’s water north of the Virgin River.
Those actions follow a detailed workshop update from the county district showing how a phased reuse system, new reservoirs and large interconnection pipelines will feed both secondary (non-potable) and, later, purified potable supplies back into the city’s drinking-water system.
“Type 1” reuse and potable reuse: what the district plans Morgan Drake and Trinity, both with the Washington County Water Conservancy District, told the council the program relies first on expanded “Type 1” reuse — wastewater treated to Utah’s Type 1 standard and used outdoors for irrigation and for agricultural exchanges — then on advanced water purification to return treated reuse into drinking-water reservoirs (an approach often described as indirect potable reuse).
Drake outlined a phased timeline. Early expansion beginning next year will rely on upgrades at Confluence Park and Graveyard Wash to boost available reuse; a large step in the district’s model arrives around 2030 when pipelines and pumping come online to deliver larger volumes across the county. Trinity said engineering work is focused first on two conveyance segments: a set of pipelines to move reuse from southwest collection facilities back to agricultural and municipal users in the northeast of the valley. The district’s modeling assumes a 48-inch welded-steel principal pipeline for parts of the alignment.
Funding, location and near-term risks The district said it had secured federal and partner funding with a mix of loans and grants but warned grant commitments from the federal level may be at risk after a recent administrative change. In Morgan Drake’s words to the council: “we secured over a $25,000,000 in funding. So 200,000,000 of that is a loan, and then 50,000,000 of that is grants,” and she added that some federal commitments “are calling back some of those funds” under the new administration. (Those figures were presented verbatim by district staff; the transcript includes inconsistent phrasing and the district’s final funding documentation should be checked for precise totals.)
District staff said the demonstration advanced-purification facility is tentatively slated for the east side, while a full-scale purification plant is being evaluated for the Ash Creek site because that land will be disturbance-ready once Ash Creek’s lagoons are converted from evaporation/irrigation land to mechanical treatment.
Costs, timing and local roles Trinity said the district modeled a 48-inch welded-steel pipe and scored potential alignments using GIS-based costs that incorporated rock, groundwater depth and utility conflicts. The earliest, highest-priority pipeline segments and pump stations are targeted for installation before Warner Valley reservoir (a future storage project) is required to obtain benefits from agricultural exchanges. The district said some upgrades originally forecast for 2030 are now sliding toward 2035 as partner city plans and modeling are refined.
Separately, Public Works Director Blake Fonsbeck briefed the council on an urgent program to replace or consolidate several older transmission lines north of Washington Parkway after a 16-inch line burst in October and exposed other installed lines resting on rock bedding. Councilors authorized staff to advertise a bid for the “critical culinary water transmission lines replacement,” a project engineers estimate at roughly $3.5 million (budget timing will span the current and next fiscal year). Fonsbeck told the council those older lines were installed in stages between the 1970s and 2014; several runs are now showing age- and installation-related vulnerabilities. He said the proposed work would reduce the number of discrete transmission mains in key corridors and place new lines in deeper, better-bedded alignments and in washes or along Washington Parkway where future work will be less disruptive.

Why it matters District staff and councilors emphasized the local drought context, population growth and the limited number of replacement corridors for large-diameter mains in the valley. The reuse program aims to conserve high-quality drinking sources (Virgin River and reservoir supplies) by substituting reused water for outdoor and agricultural uses, then ultimately to treat some reuse water for drinking supply via an advanced purification facility and environmental-buffer storage.
Next steps and local concerns The district will advance alignments into permitting (an Environmental Impact Statement process is expected to review two or three alignments) and pursue grant/loan funding. Staff noted some federal funds in the district’s portfolio are being re-reviewed by the new federal administration. Council members pressed staff on construction disruption, easement negotiations, and the cost-share arrangements; district staff said the Water Conservancy District will cover much of the conveyance and reservoir costs while municipal partners are funding treatment-side upgrades.
Council members and staff emphasized more public outreach and coordination on alignment choices, and asked the district to continue providing clear budget and timeline updates as the program moves through environmental review and final design.
