Urban Transportation Commission backs Congress Avenue Urban Design Vision and urges lift of downtown events moratorium

The committee received a report from Urban Transportation Commission Chair Susan Summers summarizing UTC actions taken in December 2024, including support for the Congress Avenue Urban Design Vision Plan and submission of prior UTC comments to the CAMPO 2050 regional transportation plan.
"UTC expresses its support for the Congress Avenue Urban Design Vision Plan, and there's just a city manager to take all action necessary to ensure full adoption of the plan," Summers said during the committee meeting. The UTC recommendation also urged the city manager to implement City Council resolutions referenced in the recommendation and to pilot a civelovia on Congress Avenue as part of plaza configurations in the vision.
The UTC recommendation additionally proposed that Transportation and Public Works lift an indefinite moratorium on new downtown street events that the UTC said has been in effect since 2014, to allow a regular schedule of programming to complement new public plazas. Summers said UTC also urged officials to evaluate redesign opportunities for 7th through 11th streets, Cesar Chavez through 7th Street, bicycle parking and proposed amenity zones, and to consider options such as retractable bollards and changes for future two-way conversions anticipated in the Austin Core Transportation Plan.
Summers told the committee that UTC did not pass a new recommendation on the CAMPO 2050 regional transportation plan in December but instead resubmitted a 2022 UTC recommendation to CAMPO as the commission's formal comment because it addressed modeling and growth-distribution concerns the commission wished to highlight. Summers said UTC has concerns that CAMPO modeling historically overestimates suburban growth and underestimates urban core growth, which could affect funding allocations that flow to Austin.
The Mobility Committee asked staff to supply more information on the downtown events moratorium and to return answers in follow-up Q&A materials. Chair Paige Ellis and committee members thanked Summers for the briefing; the committee took no formal action on the UTC recommendations at the meeting.
