Plan commission approves county salt‑shed replacement at Woodburn Road; sidewalk agreement with county pending

The Plan Commission on Jan. 22 approved final site plan and architectural review for a Waukesha County salt‑storage building at 1641 Woodburn Road to replace a dome that collapsed last year.
Charlie (planning staff) said the county proposes a rectangular building of roughly 9,800 square feet with a 30‑foot wall height and a 40‑foot roof peak, constructed with narrow plywood panels the county prefers because salt accelerates exterior deterioration of many materials. The building will occupy the existing footprint of the former dome and does not add impervious area, staff said.
Engineering staff earlier recommended requiring nearly 2,800 feet of sidewalk along Grandview Boulevard and Northview Road in front of county property. Charlie said the city and county had negotiated an intergovernmental agreement (IGA) in which the county would coordinate a master plan and require sidewalks as private parcels are sold and developed; staff asked that a finalized IGA be in place before issuance of a building permit. Commissioners agreed that a phased sidewalk approach tied to the county master plan was appropriate for a utilitarian county building.
Commissioner Schmitz moved approval subject to staff and engineering comments; Commissioner Keller seconded. The motion passed unanimously. In discussion, commissioners asked staff to work with county officials to finalize the IGA that would specify sidewalk timing and extent.
Commissioners also discussed building appearance; the proposed structure is substantially shorter than the previous dome (about 40 feet peak versus roughly 59 feet for the old dome) and staff noted existing landscape berms and screening along Grandview Boulevard.
