The clerk recorded seven ayes; two council members were excused. The resolution authorizes the director of finance to negotiate a lease that continues use of the county parcel for Kailua Village condominium visitor parking and fire-lane access; the applicant's representative, property manager Jomana Ventura, said the lease arrangement has been ongoing since the 1970s and this amendment would continue a series of five-year extensions so the county can re-evaluate future public purpose needs.
- Bill 15 (Big Island Candies time-extension and condition amendments): Motion by Council Member Navas, seconded by Council Member Galamba to forward with a favorable recommendation. The measure amends Change of Zone ordinance 16-85 and requests an eight-year time extension to commence construction and revisions to roadway improvement timing; the planning director and applicant provided a presentation and said roadwork timing will be tied to further development rather than an eight-year completion window. Clerk recorded seven ayes; two members excused.
- Bill 16 (Hawaii Island Agricultural Innovation Park and Food Systems Campus / Food Basket): The applicant's representative, Justin Clayton, requested a postponement to allow additional meetings with the Planning Department and other county departments to address proposed condition amendments. The committee initially moved to postpone to Feb. 18 but then amended the motion; final motion by Council Member Navas, seconded by Council Member Vegas, postponed Bill 16 to the committee meeting of Feb. 4. The clerk recorded seven ayes; two members excused.
- Bills 17 and 18 (HICDC Waikoloa project): Both measures were forwarded to council with favorable recommendations (motions recorded; clerk recorded seven ayes on each) after a presentation by the applicant and planning staff. All vote tallies reported by the clerk at the meeting show seven ayes and zero recorded no votes on the listed measures; two council members were excused for the meeting. The committee did not record any defeated motions on the items summarized above.
