School board president briefs assembly on budget planning, public meetings planned

Kenai Peninsula Borough School District Board President Zen Kelly told the assembly the district is starting FY26 budget work at the same base student allocation figure and plans a series of public meetings beginning Feb. 11 to solicit input.
During the assembly's public comment period on Jan. 21, Zen Kelly, president of the Kenai Peninsula Borough School District Board, told the assembly the district had begun preliminary work on the FY26 budget and that the governor's budget release did not include an increase to the Base Student Allocation.
"We are starting off at the 5960 number again," Kelly said, referring to the BSA figure the district will use initially in its planning. He said the district will press the legislature and local delegation for additional funds and will use public "balancing" software to gather community priorities and input as the board develops its budget recommendation.
Kelly told the assembly that the district will hold in-person public meetings for budget discussion, beginning Feb. 11 at Homer High School at 6 p.m., with additional meetings planned for central peninsula communities and Seward. He said board members, administration and the finance director will attend those meetings to take questions and gather feedback.
Assembly members thanked Kelly and encouraged residents to attend. The district did not ask the assembly for a specific appropriation during the public comment; Kelly asked generally for the assembly's support as the budget process proceeds toward a final floor-setting vote in April.
