Assembly approves consent agenda, sets public hearings on several ordinances

Vice President Cooper requested unanimous approval of the agenda and consent agenda; with no objections the assembly approved the items as presented. Chair Tuncette earlier moved to add Ordinance 2024-19-23 (appropriating funds for Redoubt Elementary and Skyview Middle School design services) to the consent agenda; that addition was included in the final consent package.
Items acted on via the consent agenda included:
- Minutes: Jan. 7, 2025 regular assembly meeting minutes — approved.
- Ordinance 2024-19-23: Appropriating funds for Redoubt Elementary and Skyview Middle School portion of RFP 25-008 design services (sponsored by the mayor) — added to and approved on the consent agenda.
- Resolution 2025-006: Authorizing a two-year lease with TKC LLC (with month-to-month renewal option) for commercial office space occupied by the borough Risk Management Department (sponsored by the mayor) — approved.
- Resolution 2025-007: Authorization to issue a South Peninsula Hospital Service Area general obligation refunding bond (approx. $2,000,000) to refund outstanding bonds and provide for related matters — approved.
- Resolution 2025-008: Authorization to issue a Central Kenai Peninsula Hospital Service Area specialty clinic building refunding revenue bond (approx. $10,000,000) to refund outstanding revenue bonds and provide for related matters — approved.
- Resolution 2025-009: Approving a quarterly update to the borough retention schedule (sponsored by President Ribbons at the request of the borough clerk) — approved.
- Ordinance 2024-19-24: Acquisition of 80 acres in Seward and appropriation from the Land Trust Investment Fund and Land Trust Fund; includes a $120,000 feasibility study for road access — set for public hearing Feb. 4, 2025.

The consent package combined routine approvals, grant acceptance ordinances and bond-authorizing resolutions. Staff noted the bond refunding items are intended to take advantage of current market conditions to reduce debt service; the two refunding resolutions cited estimated savings if market rates hold.
The assembly approved all consent items without a recorded roll-call vote, via unanimous consent.
