Council member Escamilla said the initiative became a council project in December and that roughly $10,000 in budgeted funding is available to support the effort. “We secured about $10,000 of funding in the budget that was already secured for the youth advisory board,” Escamilla said.
Escamilla described the intended work group composition — ideally three council members, two to three community or nonprofit members (examples discussed included school‑district representatives and local nonprofit contacts) — and said the city’s new executive assistant will provide administrative support. The council discussed whether the board’s geographic boundary should be restricted to the City of Lynnwood or expanded to include the larger Edmonds School District boundary; that decision will be made by the work group.
Staff and council discussed outreach methods aimed at middle‑ and high‑school students, including coordinated visits to schools, social‑media promotion, tabling at community events and short application materials (including non‑essay options such as video submissions to avoid discouraging applicants). The work group hopes to finalize a mission statement, application criteria and annual calendar and present the framework to council at the end of February or early March.
Timing discussed in the session: recruitment and marketing in March–July, applications and selection by early August (staff revised mid‑August timing to the first week of August to align with the council calendar), and a target start date for the first Youth Advisory Board in September 2025.
The council did not take a formal vote; members asked for volunteers to join the work group and invited community members to email staff or council liaisons to volunteer for the task group.
