Commission approves planned development amendment to preserve office site after First Street right‑of‑way acquisition

The Prosper Planning and Zoning Commission on Jan. 21 approved a planned development rezoning for an existing professional office at the northeast corner of Coleman Street and First Street to accommodate a town right‑of‑way acquisition. The commission’s motion added a written standard clarifying that minimum lot depth will be measured from Coleman Street; the vote was 7-0.
Town staff said the acquisition of a strip of property along First Street would otherwise render the site legally nonconforming and that the PD language was proposed to address setbacks, landscaping and open‑space standards so the site could remain conforming after the acquisition. Staff listed reductions that would apply along Coleman and First Street: minimum building setbacks reduced to 5 feet (along those frontages), landscaping buffer widths reduced to 5 feet (from 15 feet adjacent to residential), parking‑terminus landscaping reduced from 9 feet to 5 feet, and a reduction of open‑space requirement from 7% to 6% of the lot area.
Staff said notices were sent Jan. 10 and that no citizen responses had been received, and recommended approval. The applicant, Matt Moore, identified himself as property owner and asked the commission to memorialize the site’s setbacks so he could rebuild in place if the building were damaged. Moore said the curvature of the new right of way on First Street could reduce measured lot depth below the 120‑foot downtown office standard depending on which frontage is used to calculate depth; he requested the commission allow a small reduction if necessary. Staff clarified that lot depth would be calculated from Coleman Street; commissioners asked staff to add that clarification to the PD standards.
Commissioner Hamilton moved to approve the PD with the added language that lot depth be measured from Coleman Street; Commissioner Carson seconded. The motion carried 7-0.
The PD will be included on the town council agenda for consideration; staff said the item had been doubly noticed and will appear on the council consent agenda next week.
