He alleged the city has spent “over $15,000,000” on what he described as “vanity projects” — citing tennis courts, sidewalks and medians — while not increasing existing exemptions for seniors and disabled homeowners. He also alleged the city’s water and sewer rates were set using a “flawed analysis” and said rates are “some 30% higher than they need to be,” an assertion he said he had shared with council by email; he told council he had not received replies to his messages.
Julie Richards, executive director of the Murphy Chamber of Commerce, updated council on Chamber events: the weekly business card exchange (Thursdays, 8–9 a.m.), a mixer with the Wylie Chamber Jan. 23 at Glen Echo Brewery, the spring vendor fair planned for April 26 and a scholarship application window from Feb. 1 to April 1. Richards also listed new Chamber members and invited interested vendors and residents to participate.
Mary Pette Elledge, president of the Murphy Veterans Tribute Board, told council the nonprofit has received seed money, city land and a matching grant from Collin County in the amount of $107,000 for a veterans tribute. The tribute group said it is launching a fundraising campaign called Patriots of 2025 to raise the matching funds and invited council and the public to participate.
Council did not take formal action on the public‑comment items during the meeting. Staff and council did not respond in detail on the specific water‑rate analysis Mr. Lip referenced during the meeting; Mr. Lip said he had emailed his work to council members.
