The Murphy City Council voted Jan. 21 to amend the fiscal year 2025 general and capital budgets, establishing vehicle lease appropriations, adding a court fee, carrying forward prior purchase orders and revising several positions after expected partner funding failed to materialize.
Council members discussed a planned School Resource Officer (SRO) position that had been budgeted with expected cost-sharing from partnering school districts and neighboring jurisdictions. Staff told council the anticipated 80% cost‑share with Plano ISD did not materialize; as a result, the budget amendment converts the planned SRO position into an investigator/bailiff role for the municipal court. A separate telecommunicator (dispatcher) position that had been budgeted in partnership with the city of Parker was confirmed as funded and remains in the budget.
Finance staff explained the net budget impact is offset in part by increased building‑permit revenue tied to activity at an H‑E‑B development. The ordinance also carries over prior‑year purchase orders and adjusts capital appropriations based on available funding.
Council approved the ordinance by unanimous vote after discussion. During the discussion Chief Gibson confirmed the SRO funding shortfall stemmed from the planned partnership with Plano ISD and that the dispatcher position previously anticipated with Parker did proceed.
The ordinance directs the city to reclassify the vacated SRO appropriation to court staffing (investigator/bailiff) and to remove the anticipated external revenue for the telecommunicator where that partnership did not finalize. Staff said they will return with adjusted job classifications and the administrative steps needed to fill the investigator/bailiff position.
The ordinance passed unanimously; council members did not record individual roll‑call votes in the discussion as presented.
