Council approves zoning change and development agreement for El Dorado/Castle Ridge commercial site (Ordinance 1796)

The proposal calls for an 11,600-square-foot restaurant/retail building at the front of the site and a roughly 58,100-square-foot medical office building behind it.
Planning staff said the site’s unusual shape prevented the applicant from meeting every standard of the Light Commercial district and described five specific requests: (1) allow a 24-foot front fire lane where 26 feet would otherwise be required because some roof parapets extend over the fire lane plane; (2) a one-and-a-half-foot awning encroachment into a side yard so awnings match building design; (3) retain nine-by-20-foot parking stalls consistent with adjacent development so the site can meet landscape-island requirements; (4) allow a restaurant-parking ratio of 1 space per 200 square feet (a ratio previously used for larger mixed developments) rather than 1 per 100; and (5) a filing/fire-lane configuration that matches the site’s constraints. Staff and the fire department reviewed the plans and recommended approval; Planning & Zoning recommended approval by a 7–0 vote.
The council opened and closed the public hearing and then voted to adopt Ordinance No. 1796. The meeting transcript records the floor motions and that the ordinance passed with the chair calling “All 4? Aye.” The council subsequently approved a development agreement to memorialize the ordinance’s standards; that motion also passed with the transcript recording “All 4? Aye.” No individual mover or second was recorded in the transcript.
Ending: The zoning change and development agreement will allow the developer to proceed under the agreed site standards; staff noted the site will include enhanced streetside landscaping and a raised planter with seating where the fire-lane shape creates dead space.
