Valley County commissioners voted to sign a professional services proposal to produce full construction documents for a county facility and to have Clearwater oversee construction management.
County staff presented a proposal titled "Valley County TI_full scope proposal" with a base design cost of $19,750. Staff said Clearwater would act as the project manager and add a management fee. "The total construction management then is 21,500," a county staff member told commissioners during the discussion.
Commissioners discussed the added fee from Clearwater and whether to contract directly or have Clearwater manage the subcontract. Staff explained that using Clearwater as the prime and rolling the architecture work under them avoids a more complex memorandum of understanding.
After discussion, a commissioner moved and another seconded to sign the professional services proposal and to proceed with Clearwater providing construction management oversight. The motion passed and was recorded by voice vote.
Staff indicated the signed package will provide a full set of construction prints contractors can bid from and that Clearwater will oversee the construction phase under the management contract. The county recorded the construction-management total as $21,500 in the meeting materials.
