Person County to contribute $3,000 to bring "The Wall That Heals" to Roxboro

The Person County Board of County Commissioners voted Jan. 21 to contribute $3,000 from contingency funds to help bring the traveling "The Wall That Heals," a three-quarter-scale replica of the Vietnam Veterans Memorial, to Roxboro from May 1–4, 2025.
The request came from Allen Whitlow, president of the Person Veterans Council, who told commissioners the council had paid a $6,000 deposit toward the $12,000 cost and was asking the county for a one-time contribution of $3,000 to cover remaining fees. "As a 501(c)(3) charity, Person Veterans Council is wholly dependent upon charitable contributions to cover our events and operating costs," Whitlow said.

The agreement allows the exhibit and accompanying Mobile Education Center to visit the county; the veterans council said it will continue fundraising and will also request a contribution from the City of Roxboro.
During the presentation, Whitlow said the exhibit honors Americans who served in the Vietnam War and bears the names of those killed in that conflict. He described the visit as an opportunity to showcase the community to visitors and said the council would advertise the event throughout the region.
County Manager Catherine (manager) recommended using contingency funds to fulfill the request. Commissioners voiced approval and the board approved the contribution by voice vote; no opposed votes were recorded.
The Person Veterans Council paid a $6,000 deposit; the total fee to host the exhibit is $12,000 and the council requested $3,000 from the county. The board was told additional costs such as advertising would be covered through separate fundraising by the council.
Less critical details: commissioners and staff noted the event will include an arrival/ushering event April 29 and that the exhibit will be sited at the Sportsplex for public viewing May 1–4. The veterans council said it would ask the City of Roxboro for a similar contribution.
The county did not set a specific follow-up deadline for additional fundraising or advertising plans during the meeting.
