State capital construction bill reported do pass with S13 projects and transfer from LISRA

The House Appropriations Committee voted to pass 25 LSO 0556, the State Funded Capital Construction bill, by roll call with seven ayes.
Catherine Camaratti, LSO budget fiscal staff, presented the bill and walked the committee through definitions, project listings and special provisions. She noted that the bill uses the strategic investments and projects account (referred to in the bill as S13) and authorizes certain private revenue (PR) expenditures for specific college projects. "S13 as in the CIPA account or the strategic investments and projects account," Camaratti clarified when asked by the chair.
The bill as presented includes a series of projects and appropriations, including (rounded to the nearest hundred): an Emergency Vehicle Operations complex design and construction for the Law Enforcement Academy ($4,300,000 S13); a Law Enforcement Academy firearms ranges project ($36,600,000 S13); a Veterans Home project ($79,000,000 S13); a private‑revenue authorization for Central Wyoming College industrial maintenance construction ($4,000,000 PR authorization); several Laramie County Community College exterior renewal projects combining private revenue authorizations and S13 appropriations (individual totals in the millions); and Department of Corrections projects including a security electronics integration and upgrades package ($18,000,000 S13) and a Wyoming State Penitentiary HVAC replacement ($8,400,000 S13).
The House Appropriations Committee added footnote language authorizing the State Construction Department to expend a portion of certain appropriations to fund one at‑will employee contract (AWAC) position for the duration of the projects to administer and manage design and construction activities. The committee also directed a transfer in Section 3 asking the State Auditor to transfer $154,300,000 from the Legislative Stabilization Reserve Account to the Strategic Investments and Projects account (S13) rather than moving the funds from LISRA to the general fund before transfer.
Committee members closed public comment with no speakers and then approved the bill. The clerk recorded Representative Aleman, Aye; Representative Angelos, Aye; Representative Harrelson, Aye; Representative Pendergraft, Aye; Representative Sherwood, Aye; Representative Smith, Aye; Chairman Bair, Aye. The clerk announced seven ayes and the bill was reported do pass.
No amendments were adopted in the committee hearing; staff noted that the House Appropriations Committee had not made monetary changes to the governor’s recommendation but had added three fiscal notes and the AWAC footnote language.
