Assessment Office Outlines Spring Testing Observations, RISE/Utah Aspire Plus Windows and ACT Deadlines

Test observations and windows: staff said observers will visit LEAs during the spring administration windows for Utah Aspire Plus, RISE and DLM to review administration practices and meet with site testing coordinators. They posted a five-year plan and said the Southwest region is scheduled for visits this year. The assessment office reminded LEAs that DLM’s summative window opens March 10 and closes two weeks before the last day of school, and that instructionally embedded DLM testing closed on Feb. 21.
Remote administration and proctor rules: staff repeated remote-administration guidance — remote testing is for fully online students, sessions should have no more than 10 students, and two proctors are required for remote sessions. For Utah Aspire Plus remote settings, the two proctors may use separate devices; for RISE the proctors must view the same screen.
ACT requirements and deadlines: staff reported a notable increase in ACT registrations this year and urged districts to complete technology checks and accommodation submissions. The assessment office said roughly 51% of high schools had completed pre-administration ACT tasks and reminded districts that the ACT technical-compliance deadline is Feb. 5; accommodation submissions are due earlier and ACT does not accept late initial submissions. Staff also described a reconsideration window for accommodations denied at first review.
Accessibility and accommodations: presenters reviewed RISE and Aspire Plus accommodation resources and said teachers can view—but not submit—state-required accommodation requests in TIDE; requests requiring USBE approval must be submitted by a district-level staff member and earlier submissions are recommended so approvals can be in place before test sessions.
Why it matters: observers and pre-administration checks aim to reduce last-minute problems and to ensure accommodations are in place for students who need them. Staff urged LEAs to check vendor instructions for braille and large-print orders and to upload required health/consent documentation for ACT accommodations.
