The Waterford School District Board of Education on Jan. 16 heard a technical briefing and procurement timeline for replacing aging school public‑address (PA) systems with a networked IP (Internet Protocol) system intended to improve building‑level and district‑wide alerting.
District leaders said the bid opened Jan. 16, an on‑site vendor review is scheduled for Jan. 28, a recommendation will be returned to the board on Feb. 20, and installation could begin in summer 2025 if the board approves a contract.
Assistant Superintendent Elka introduced the project and said the district pursued the study after a 2022 security assessment and a district survey to learn how schools currently communicate with classrooms. Jim Beaver, who spoke for the project team, said technicians and a consultant from Barton Malow walked every building to document speaker locations and system conditions and to build the bid specification.
"It also has the ability to add on features in the future and serves to offer a solution with a speaker and a display, which will help us display clocks so we can have accurate clocks throughout the buildings and strobe features," a project presenter told the board.
Elizabeth Koetje, who led the committee that drafted requirements, described the difference between the district's mix of older analog systems and the planned IP systems. "We can make an announcement just to zone 1. We can make an announcement to the whole building. From a district level, we'll be able to make an announcement to all buildings if we needed to," she said, describing so‑called zoning, district‑wide paging and planned digital clocks and strobes.
Why it matters: the system would centralize emergency messaging, allow targeted announcements to specific hallways or zones, add digital clocks and colored visual alerts and make it easier to comply with emerging state guidance on standardized alerting. District staff said an IP approach also creates a path to future add‑ons and tighter integration with the phone system the district deployed last year.
Process and next steps: district staff said the procurement followed a multi‑step review: a February 2024 survey of buildings, formation of a stakeholder committee in May 2024, vendor demonstrations, a building‑by‑building walk in summer 2024 by a Barton Malow consultant, a site visit last fall to a district with a newer system (Bloomfield Hills Middle School), and development of bid specifications calling for an IP system. Bids opened Jan. 16; vendors will demonstrate installed products for the committee on Jan. 28; an input survey will run Jan. 30–Feb. 7; the committee will refine recommendations and return them to the board on Feb. 20.
Technical, training and security considerations: presenters said an IP system would run over the district network, integrate with the new phone system, and require staged professional development. Training will be rolled out building by building concurrent with installation; office staff, principals, selected teachers (including BERT team designees) and central office teams will receive training appropriate to their roles. The district said it included a five‑year warranty in the bid and that digital, server‑based systems generally have shorter upgrade cycles than legacy analog gear — staff estimated a typical useful service life for this class of equipment of roughly 10–12 years, with a five‑year warranty included in bids.
Board members asked about cybersecurity and integration with the new system at the district's newest school. Elka said the district completed a cybersecurity audit last year and passed; IT staff acknowledged added ongoing maintenance and monitoring would be required. On integration, the presenters said the district will work with the vendor to connect any newer buildings (for example, Stepanci/Stepanski, which has a newer system) into the district system where practical.
District staff plan to return Feb. 20 with a formal recommendation to award a contract based on the bid results, and, if approved, begin installation in summer 2025.
