The commission approved the minutes from its Dec. 13, 2024 meeting and adopted the Jan. 17 agenda. It accepted decertification subcommittee recommendations to reset or decertify several named officers or defer action to February as listed in the subcommittee packet.
Individual personnel and academy-related items acted on included:
- A pre-employment criminal record waiver for Jesse Lynn Potter (Elizabethton Police Department) was approved; Potter and Chief Shaw spoke in support of the request and commissioners voted to approve.
- Tennessee State Parks’ request for a criminal record waiver for Nicholas William Schultz (Indian Mountain State Park) was approved after the agency explained Schultz disclosed a prior underage-consumption conviction from Wisconsin and completed required steps; the motion passed.
- A waiver request for Zachary Kyle Phan (Wilson County Sheriff's Office) generated detailed discussion of past convictions and vehicle-assault facts; the commission voted to deny the waiver.
- Change-of-academy and category waivers were approved for several officers, including Corey Justin Chase (approved to attend Toledo in 2025), Jeffrey Ralph Lambert (approved to attend another academy for medical reasons), and multiple other officers whose agencies requested waivers because of medical issues, military deployment, class availability, or academic interruptions; routine six-month exceptions were granted where documented.
- A waiver in service for Tiffany Alexander (Vanderbilt University Police Department) was approved so the officer and agency would remain compliant after medical leave prevented completion of a firearms requirement in 2024.
