Encinitas planning commission defers item after agenda discrepancy; public urges clearer RHNA and transit report details

The Encinitas Planning Commission opened its meeting and removed one planning‑reports item (item 10) from the agenda because of a discrepancy between the electronic and written versions of the agenda, then heard public comment asking that the item be explained at the next hearing.
At the start of the meeting, the chair said, "there was a discrepancy between the electronic version and the written version of the agenda ... we won't be discussing that project tonight," and invited members of the public who came for that item to address the commission during oral communications.
Two speakers used oral communications to ask for clearer documentation about the report and why it had been placed on the agenda. One commenter who identified themselves as a resident praised the report's emphasis that local housing obligations are a regional issue and urged the city to do "whatever we can to make sure that the RHNA allocation next time around is more in tune with what we are and what we have and what needs to be done." Another speaker, Donna Westbrook of Encinitas, asked who added the item to the commission's agenda and requested that an explanation be provided in writing when the matter returns; staff told attendees the item will be heard at the Commission's first February meeting on February 6 and that staff would be available to explain the process after the hearing.
Commenters also raised questions about whether the report incorporated work from other jurisdictions and agencies: Westbrook said she saw references to Carlsbad stations, the North County Transit District (NCTD), and the San Diego Association of Governments (SANDAG) and asked for clarity on the report's origins and agency involvement.
Because the item was removed for re‑notice, the commission took no action on the report at this meeting. Staff advised that when the item is re‑noticed the commission will discuss it in public session and provide the written materials explaining how the report was developed and which agencies participated.
