Clovis commission authorizes negotiations with Community Bridges to operate crisis triage center

The Clovis City Commission authorized the city manager to enter contract negotiations with Community Bridges Incorporated (CBI) to operate the planned Scribe Triage Center, moving the project to the next phase after the evaluation committee’s recommendation.

City purchasing agent Miss Cook told commissioners the city released the operator services request for proposals in November 2024 and an evaluation committee of regional partners ranked Community Bridges first. “Top ranking was Community Bridges Incorporated, also known as CBI,” Miss Cook said.

Mister Holwald (city/evaluation committee) described Community Bridges as experienced and said the committee would begin negotiations with CBI to shape a management agreement and return a contract for commission consideration. “Community Bridges, obviously, is an outstanding company,” Holwald said.

Commissioner Casals moved to authorize negotiations; Commissioner Jones seconded. The mayor called for a voice vote, which was recorded as unanimous in favor. City staff said the operator will help guide design and program requirements for the facility; an RFP for design-build services for the Crisis Triage Center is planned or forthcoming.

Officials emphasized the need to secure an operator during the design phase so the operator can advise architects and contractors on clinical and operational requirements. The commission did not approve a management contract at this meeting; it approved only authorization to begin negotiations.
