Committee reviews cleanup to Senate Rule 15-7, repeal of temporary Rule 18-1

The Rules & Procedure Committee met Thursday, Jan. 16, to review a technical amendment to Senate Rule 15-7 and a proposal to repeal Senate Rule 18-1, but did not take formal action and deferred any final votes until a later session.
Director (Legislative Service Office) told the committee that “the first rule that's being amended is Senate Rule 15 dash 7. And this is a, just a cleanup rule.” The director said the change corrects a typographical error and that the repeal affects a time-limited rule adopted for the 2022 budget session.
The director explained that “18 dash 1 were rules for the 2022 budget session that came in late, with COVID and the rules that needed to be adopted for that. And so it's been fully executed by its terms. It only applied to the 2022 budget session. So just repealing that rule.”
Committee members asked no additional substantive questions and the chair and staff agreed the committee would continue review and take any formal action at a later meeting. The director noted the committee must have rules numbered before a forthcoming session and that final adoption was likely to occur during the Senate’s next rule-adoption period.
For now, members characterized the amendment as procedural cleanup and the repeal as removing a temporary provision that is no longer needed; no motion or vote was recorded during the session.
The committee will revisit the items at its next meeting to finalize any sponsorship or floor action.
