Kootenai County's Human Resources director requested a parity adjustment Jan. 16 to move a staff member into a higher-grade senior HR generalist slot after a recent resignation. HR Director Sylvia Proud told commissioners the requested change would move a staff member into grade 11 and said the change is budget-neutral for the current year; she said future-year costs depend on how the HR generalist vacancy is filled. Commissioners discussed the county's step-and-grade philosophy, career progression rules and the risk of pay compression when individual adjustments are made to multiple employees following a resignation.
Because some details required confidential personnel discussion, the board moved into executive session under Idaho law to discuss personnel matters. After reconvening, the board stated it exited executive session with no decisions.
