Board directs HR to develop countywide management training outline; to return Feb. 6

Kootenai County commissioners discussed creating a countywide management training program for newly promoted supervisors and department managers and asked Human Resources to return Feb. 6 with a proposed outline.
Commissioner Everline said incidents involving supervisors suggested the county lacks a standardized program for managers and supervisors. Sylvia Proud, director of Human Resources, said HR already has some training material and a presentation ready. Proud said training would likely include performance management, documentation, ADA and FMLA basics, workers' compensation processes, conflict communication and discipline protocols.
Proud said available options could include written materials, in-house training, coaching and vetted external programs; she estimated some external leadership series cost about $2,000'$3,000 per person. Commissioners emphasized keeping the initial program in-house and not burdensome, and suggested the board share the outline with other elected officials so countywide consistency can be achieved.
The board asked HR to bring an outline back to the Feb. 6 meeting for board input and to coordinate with legal and other elected officials as appropriate.
