Appropriations Committee advances major maintenance, law-enforcement and veterans-home projects; several items pass by roll call

The House Appropriations Committee voted on multiple capital-construction units covering state buildings, school major maintenance, law-enforcement training facilities and a Veterans Home remodel during its supplemental-session review.

Key outcomes

- Unit 1211 (carryover of previously appropriated inflation funds): Passed by roll call (6 ayes, 1 no). Committee staff said roughly $13 million could be available to cover inflationary costs on current and future projects.

- Unit 1406 (contingency for unanticipated costs): The committee adopted an amendment that reduced the projected contingency by $10,887,593, leaving a balance of $1,789,963. The amended unit passed on roll call 7-0.

- Unit 1407 (demolition projects): The line item that included demolition funding for Campbell County High School and a transportation facility failed on roll call (2 ayes, 5 no). The committee had earlier been told the demolition split would be $6,314,828 for the high school and $941,720 for the transportation facility.

- Unit 1411 (component/major-maintenance projects for K-12): Passed unanimously by roll call (7 ayes). State Construction Department testimony described component projects as major-maintenance-style repairs prioritized by facility condition, imminent shutdown risk to classes, and available major-maintenance balances at the district level.

- Unit 1501 (major maintenance): The committee approved moving major maintenance into the supplemental budget (7 ayes); members and staff agreed this would be treated in the supplemental rather than a stand-alone bill.

- Agency 227 (State Capital Construction) units: The committee approved master planning funds (Unit 8001, 7 ayes) and replenishment of the State Building Commission contingency (Unit 8011, 7 ayes). A governor-recommended denial of the Agriculture Silver Arena enclosure request (Unit 8021) was upheld (7 ayes).

Law Enforcement Academy requests

Two units at the Attorney General's Law Enforcement Academy were before the committee.

- Unit 8031 (Emergency Vehicle Operations driving complex): Passed on roll call 4 ayes, 3 noes. Agency staff said the current EVO pad is threatened by erosion from the North Platte River in places; the request covers construction at a new, approved location (not acquisition). Staff also discussed a request to permit use of a portion of the appropriation for an AWAC (owner's representative) position; the committee did not adopt a separate authorization for AWAC use for this unit.

- Unit 8041 (firearm ranges): Approved by roll call 4 ayes, 3 noes. The approved plan would create expanded indoor and outdoor ranges to support training throughput: a new indoor 50-yard, 30-lane facility (about 32,000 square feet) and outdoor 100-yard (30 lanes, partially baffled) and 300-yard (6 lanes, fully baffled) ranges. Agency witnesses said existing indoor target-retrieval equipment dates to the 1984 original facility and parts are no longer available.

Veterans Home remodel

- Unit 8061 (Veterans Home of Wyoming remodel): Passed on roll call 6 ayes, 1 no. Committee member Representative Tre Sherwood successfully moved an amendment to add authorization for an AWAC (an on-site owner's representative) position for the project; the committee adopted the AWAC amendment before approving the unit. Agency staff said the state would fund the project up front and expects federal reimbursement of up to $50,765,000 under an awarded federal grant (the federal reimbursement is a fixed dollar amount included in materials and may not cover the same percentage of the total if construction costs increase). Committee members discussed timing and the risk that delays raise the state's share as construction costs rise.

Procedure and funding sources

Committee staff and agency witnesses discussed using CIPA (capital-investment pool/appropriations) and general-fund transfers as part of the governor's proposed funding plan; the committee agreed to treat source-of-funds questions as a global motion at the end of the capital-construction section rather than amending each unit individually. Several members asked agencies to provide quicker, itemized cost breakouts for projects that failed or were amended so the body could consider options on the floor.
