Facilities director reports progress on courthouse, exhibit hall and YDC sewer; security film, steam-pipe repair and generator options discussed

Dan Kendall, facilities director, told the board on Jan. 16 that maintenance and construction projects across county facilities are advancing but that several items will require additional contingency or PILT funding.
Kendall said crews will replace an 80-foot section of a leaking steam pipe in a tunnel over the weekend; the steam shutdown and replacement were scheduled so operations could resume the following Tuesday. He said staff are also addressing recurring toilet failures at the AG Extension and annex buildings and are awaiting bids for a permanent fix.
On the courthouse renovation and security work, Kendall said the courtroom (3:20 arrangement courtroom) had received a certificate of occupancy and that AV, woodwork and furnishings were on order. He said new metal detectors change the floor layout and the security detectors are thicker than the previous units, prompting additional wiring and key-fob planning. A bid for bullet-resistant security film for the courthouse’s exterior first-floor glass was about $9,000.
Kendall reported that the YDC building easement for IO Power is complete, civil sewer plans are in, and contractors are staging at the site; the sewer will tie into the RV park rather than rely on septic. The exhibit building for the fair in Downey was on site and contractor crews expected to have it erected in about five weeks; Kendall said the team encountered an old underground diesel tank during excavation that was removed and hauled to an undisclosed recycling site.
On budgeting, Kendall noted ARPA obligations and said that much of the contingency money previously set aside has been obligated to signed contracts; he recommended ongoing ARPA/monthly reporting as change orders arise. He also said staff are evaluating the county's surplus diesel generator being declared surplus in the bid package and will consult departments to see if an internal use exists before selling or disposing of it.
Commissioners and staff discussed temporary fencing and crowd control measures for the 6th Street parking/tenant access during finishing work; Scott Crowther and others offered that Downey could loan fence panels to reduce rental cost. Commissioners asked Kendall to track PILT and contingency balances and report back when change-orders are presented for approval.
Kendall said he would return with bids, contingency usage updates and timelines as the projects progress.
