Planning commission grants one-year extension for Stadium Row project

Ben Morton of RGS Associates, the site-planning consultant for the project, and Ben Lesher of Parcel B Development told the commission that the team sought the extension because of delays in the Highway Occupancy Permit (HOP) review with PennDOT, additional traffic study requirements and broader market and financing conditions.
"We are requesting 1 year," Morton said, noting that the project had received conditional approval from the planning commission the previous February and that outstanding items were largely tied to PennDOT review. "We have resolved the conditions that were under the city's control and have come to an agreement on opinion of probable cost for financial security. But really, the issue is... finding the right time to establish that financial security given when construction might start on the project."
Commissioners asked whether any other outstanding conditions would likely block the project; Morton said there were no unresolved conditions under the city's control and that the team expected the PennDOT issues and related traffic documentation to be completed in the next few months.
The commission approved the extension after a motion and second; the chair announced "Ayes have it. Motion carried."
